Learn More About H.R. 4269, the BEST Practices Act
On Dec. 10, 2009, Rep. Bob Filner, D-Calif., chair of the House Committee on Veterans’ Affairs, introduced H.R. 4269, the BEST Practices Act, which would phase in human-based training methods and replace the current use of live animals in military medical training courses. Rep. Filner’s bill:
- requires a complete phase-in of human-based methods for the training of the management of hemorrhage from extremity wounds, sucking chest wounds, airway compromise, and other combat trauma injuries in courses funded by the Department of Defense by Oct. 1, 2013; and
- requires an immediate phase-in of human-based training methods for chemical and biological casualty management training.
